Flaky dry skin under and at the side of my nails? Any cure?

I have very flaky and dry skin on the side and under my nails for a while now! I've spent some time taking out the dead skin with a clipper everyday and also tried moisturizing cream! It gets better after a few days but the skin under and at the side my nails will start to flake off again when I start using my fingers a lot which is really inevitable! I figure I might have really soft and dry skin cells which might be the real cause! Anyone has this problem before and would love to offer suggestions for a cure?
